Most states require SR22 for all serious driving violations, including DUI. Florida decided that DUI convictions warrant a higher liability requirement — so instead of standard SR22 limits (10/20/10), Florida created FR44 with the elevated 100/300/50 requirement.
The logic: someone convicted of DUI poses greater financial risk on the road, so the state mandates they carry more coverage to protect other drivers. Only Florida and Virginia use this approach.
FR44 is a Florida-specific requirement. If your conviction happened in Florida and you move to another state, Florida may still require you to maintain an FR44 certificate filed with DHSMV — your new state's insurer must be willing to file in Florida.
